York Council Proposes 4.99% Council Tax Rise in 2026/27 Budget

Leaders say national funding reforms will deepen financial strain.

Overview

  • Band D bills would rise to £1,817.43 from April, excluding other precepts, if councillors approve the plan.
  • The report delivers a legally balanced 2026/27 budget but records a £2.1m overspend this year and projects gaps of about £10m in 2027/28 and 2028/29.
  • The council forecasts losing about £20m over three years under the Fair Funding Review, with York set to be the lowest-funded unitary authority per head by 2028/29.
  • Proposed capital spending includes £585,000 for crematoria, £200,000 for hostel fire-safety upgrades, £625,000 for fleet replacement, about £2.3m for council housing and an expected £37m for highways from the combined authority.
  • Savings of roughly £4.3m include ending a £65,000 subsidy to Make It York, cutting building security by about £200,000, deploying AI note-taking to save £67,000 and management efficiencies worth £340,000, with the plan going to the Executive on January 27 before a full council vote in February.
