xAI Installed Dozens of Unpermitted Gas Turbines to Power Colossus 2, Reports Say

Civil-rights groups warn the mobile turbines could emit large amounts of air pollution that worsen local health burdens, prompting lawsuits and federal scrutiny.

Overview

  • Reporting on Tuesday said investigators identified up to 59 natural gas turbines installed to power xAI’s Colossus 2 supercomputer, many of which operated without federal Clean Air Act permits.
  • A Reuters-based estimate cited in multiple reports found that just 30 of the units could emit roughly 2,500 tons of nitrogen oxides, 4,000 tons of carbon monoxide, and tens of tons of formaldehyde a year, well above permit triggers.
  • Civil-rights and environmental groups filed a Clean Air Act suit on April 14th accusing xAI and its subsidiary MZX Tech of unlawful operations, while Mississippi issued a March permit for 41 permanent turbines at the nearby site and litigation remains active.
  • xAI and Mississippi regulators have called the units “mobile” and said they fall under a short-term exemption, a position the EPA has recently tightened but said it may consider narrow flexibilities for portable units.
  • The case highlights a wider industry issue: hyperscale AI centers use on-site gas generation when grid upgrades lag, a practice that can concentrate pollution in nearby, predominantly Black neighborhoods and could shape future permitting and enforcement.
