Wyoming Moves State Stablecoin From LayerZero to Chainlink CCIP

A commission security review found Chainlink’s defense-in-depth controls met the state’s operational standards, signaling a potential shift by institutional custodians to CCIP.

  • The Wyoming Stable Token Commission said it completed the technical migration of the Frontier Stable Token (FRNT) from LayerZero to Chainlink’s Cross-Chain Interoperability Protocol under a multi-year contract, and told holders they do not need to take action.
  • The commission said a detailed security review identified disclosure and operational concerns with LayerZero and concluded that CCIP’s model — including redundant validation by at least 16 independent node operators, monitoring, risk controls, and institutional certifications such as SOC 2 Type 2 — met its requirements.
  • FRNT remains live on eight public blockchains, including Ethereum, Solana, Arbitrum, Base and Avalanche, and Wyoming has deprecated the LayerZero implementation but has not yet published the full security review or a timetable for retiring legacy routes.
  • The practical dollar impact is small because FRNT’s market capitalization is reported under $1 million, but the move is symbolic as it joins other announced migrations that together cover roughly $15 billion in assets and could influence custodians and regulated issuers.
  • FRNT is issued at $1.00 and backed by U.S. dollars and short-duration U.S. Treasuries with reserve income supporting Wyoming’s School Foundation Program, and the state originally selected LayerZero after a 31-vendor procurement before revisiting that choice following recent cross-chain security incidents.
