Overview
- WHO member states extended negotiations on the Pathogen Access and Benefit-Sharing annex and will present progress to the World Health Assembly on May 18–23, with authority sought to continue talks into 2027 or at a special 2026 session.
- The annex would set clear rules to speed sharing of pathogen samples and genetic data while linking that access to fair supply of vaccines, tests and treatments.
- Negotiators remain split over control of genetic sequences, firm guarantees of vaccine access beyond emergencies, and the size of required contributions from pharmaceutical companies.
- With the annex still unfinished, the accord cannot open for signature or ratification, as WHO chief Tedros said negotiators made real progress but must act with urgency because another pandemic is expected.
- The Intergovernmental Working Group will reconvene on July 6–17, 2026, and experts including Helen Clark warn the delay leaves countries—especially lower-income ones—less prepared for the next outbreak.
