Overview
- Westminster will impose a three-year Public Spaces Protection Order covering the borough from 18 November, with scope to extend.
- Police, council inspectors and TfL enforcement officers can order pedicabs to move on and issue £100 fines for non-compliance.
- The order targets loud music, excessive horn use, dangerous riding, pavement obstruction and threatening behaviour by operators.
- Groups of four or more pedicabs, whether stationary or moving, will be treated as a highway obstruction subject to enforcement.
- A local consultation found 86% of 202 respondents supported the measures, as the council bridges a long-standing regulatory gap dating to an 1869 law.
