- After that step, the agency will open a nationwide tender for a manager, scoring bids on design quality, energy efficiency, sustainability strategies, maintenance plans and financial viability.
- Rents will be capped, and each apartment must serve as a habitual, permanent home rather than a short-term or secondary residence.
