Victoria Releases Draft Maps for Remaining 23 Transit Hubs, Allowing Towers Up to 20 Storeys

Community consultation runs to March 22.

Overview

  • The draft designates high-rise cores including up to 20 storeys at Caulfield and up to 16 in Prahran, South Yarra, Windsor, Malvern and Springvale, with Glen Huntly, Mitcham and Noble Park capped at 12 and Armadale at 10.
  • Outside core areas, height limits step down by walking distance with up to four storeys within five minutes of stations or six on blocks over 1000 square metres, and three or four storeys in 10‑minute catchments.
  • Two western precincts of Caulfield Racecourse are flagged as strategic sites with building heights to be determined later.
  • Public consultation runs through March 22 before final controls are expected mid‑year, for a program the government says will help deliver more than 300,000 homes by 2051.
  • Community response is mixed, with local rallies and Liberal MPs questioning infrastructure capacity and affordability, alongside new laws curbing development appeals and an opposition pledge to restore them.
