Venezuela Ends Amnesty and Unveils Criminal Justice Reform Commission

Rights groups dispute the government's release totals and demand a public list of beneficiaries.

Overview

  • Interim president Delcy Rodríguez said Thursday the amnesty had reached its end and signed a decree creating a nationwide commission to reform criminal justice.
  • The new body, called the National Consultation Commission on Criminal Justice Reform, will review cases and policy, with Attorney General Larry Devoe named its secretary.
  • The government says it received about 12,000 amnesty applications and that 8,616 people regained full freedom under the measure.
  • The NGO Foro Penal rejects those figures and reports 768 political prisoner releases since January 8, with only 186 tied to the amnesty, as it presses for an official list to verify names.
  • The law’s real reach was narrow, covering 13 defined political crises and excluding military and armed cases, so pending files will now go through the government’s Peace and Democratic Coexistence program and the new commission.
