- An investigator’s report released Thursday concludes Mayor Ken Sim breached Vancouver’s code of conduct and misused his office in actions targeting newly elected Coun. Sean Orr.
- Holding an April 8, 2025 news conference to condemn Orr’s past social media posts was not part of the mayor’s duties and used mayoral influence for a personal attack, the report says.
- The investigator found Sim “objectively harassed” Orr at that news conference by suggesting he was antisemitic, which created a hostile environment for a first-term councillor.
- A later Oct. 4, 2025 social media post by Sim was deemed a continuation of the harassment and encouraged public negativity toward Orr.
- The report recommends a written apology or other sanctions, COPE called for accountability, and Sim rejected the findings while pointing to concerns about antisemitism as Orr’s separate defamation suit over a false drug-claim remark proceeds.
