Valencian Emergency Chief Refuses Les Corts’ Request for Buseo Dam Incident Report

The denial invokes a law reserving 112 call-center records for judges, testing Les Corts’ power to review the dam response.

Overview

  • Juan Carlos Valderrama rejected the commission’s request on Monday, citing Article 53 of the 2010 Civil Protection law and saying the file is evidence in a criminal case.
  • The report sought covers how the Generalitat-managed Buseo dam was handled during the 29 October 2024 storm, when overflow sent water downstream and seven people died in towns such as Sot de Chera and Pedralba.
  • Lawmakers had unanimously approved the request in mid-December after a Vox motion, asking for the “Incident Report 35834231” that the 112 coordination center prepared in response to a July 8, 2025 court order from Catarroja.
  • PSPV called the refusal obstruction and said it will ask the chamber’s Bureau to enforce access, arguing the Constitution and Les Corts rules let deputies review administrative files even under non-public viewing limits.
  • A separate probe in Llíria is examining a leaked and edited AEMET–112 call that officials copied to a pen drive, a handling now under scrutiny under the same legal provision Valderrama invoked.
