Valencia Unveils PAI del Grao Plan for Public Review

The step signals a housing push financed by private developers.

Overview

  • City officials announced the public exhibition for the PAI del Grao, moving the 380,000 m² waterfront redevelopment into the formal approval process.
  • The plan calls for 3,204 homes, including 534 protected units and up to 250 on city plots, with 85% of the site kept for parks, streets and public facilities.
  • The project adds more than 160,000 m² of green space through the Delta Verde and the final stretch of the Turia gardens, using soak‑in drainage to ease flooding and recharge groundwater.
  • Developers will fund over €150.4 million in urban works, including €5.9 million toward burying the Serrería rail line and €4.5 million for a 6,000 m³ storm tank to cut flood risk and reduce pressure on the Pinedo treatment plant.
  • A temporary bridge will span the rail tracks to keep Avenida de Francia continuous until the state delivers the rail‑lowering works, with later phases reserving space for a tram link and adding new bike connections.
