Uttar Pradesh Moves to Door-to-Door Census as 13.5 Million Houses Are Numbered

The state is using a mobile HLO app to capture 33 standardized housing and household items through June 20 to build a complete digital frame for the population count.

  • The door-to-door houselisting and household enumeration phase began on Friday, May 22, and officials reported that enumerators assigned census numbers to about 13,502,160 households on the first day.
  • Census 2027 is India's first fully digital decennial count, with field staff using the HLO mobile app to replace paper forms and to upload house numbers, layout maps and survey data from thousands of houselisting blocks.
  • Roughly 48.76 lakh people completed online self-enumeration before it ended on May 21, but participation varied sharply by district with Shahjahanpur, Azamgarh and Bareilly among the highest and Kaushambi, Hamirpur, Sant Kabir Nagar and Jalaun among the lowest.
  • The houselisting exercise covers every structure inside designated blocks — residential, partly residential, non-residential and cultural heritage sites such as the Taj Mahal, Kashi Vishwanath Temple and Jhansi Fort — with census house numbers marked on gates or walls.
  • Enumerators will collect answers to 33 questions on housing quality, amenities, assets, digital access and social classification through June 20, a dataset that officials say will shape local planning and may require extra outreach or workloads in districts with low online uptake.
