U.S. Sanctions Cuban Military Firms and Senior Officers

Washington says the steps are meant to cut Havana’s access to Russian and Chinese military hardware, deterring foreign banks from sustaining those supply lines.

Overview

  • The State Department, which announced the designations on Thursday, added five Cuban entities and eight individuals to sanctions lists and froze any assets they hold in U.S. jurisdictions.
  • The targets include GAESA-linked companies such as Tecnoimport and Tecnotex, the Union de Industria Militar, the Empresa Militar Industrial Yuri Gagarin, and the military import firm Duna S.A.
  • Senior officials designated include Defence Minister Álvaro López Miera, Chief of the General Staff Roberto Legrá Sotolongo, MINFAR procurement officials and Cuba’s military attaches in Moscow and Beijing.
  • The measures rely on President Trump’s Executive Order 14404 and bar U.S. persons from dealings while warning that foreign banks or firms that keep working with the listed actors could face secondary U.S. penalties.
  • The action extends a U.S. pressure campaign that already targeted GAESA and MINFAR earlier this year and has coincided with energy and supply shocks in Cuba that U.N. experts say risk worsening humanitarian harm.
