U.S. Marshals Arrest Second Teen Tied to Hartkopf Park Killing

The suspect was taken into custody in Peoria, Illinois, and faces extradition to Minnesota to answer a Hennepin County murder warrant.

Overview

  • A 16-year-old, identified by police as Immanuel Kowo, was shot dead at Hartkopf Park on July 5 and died at the scene.
  • Days after the killing prosecutors filed a juvenile petition on July 9 charging a 17-year-old with gun possession but not homicide.
  • A Hennepin County judge later issued a murder arrest warrant and detectives continued the probe into who fired the fatal shot.
  • On July 29 U.S. Marshals arrested a different 17-year-old in Peoria, Illinois, who is being held at the Peoria County Juvenile Detention Center pending extradition to Minnesota.
  • Charging documents say about 50 people were at the park, five shell casings were found near playground equipment, witnesses identified the first-arrested teen as the shooter, and police have not released the suspects’ names while the investigation remains active.
