Overview
- President Trump announced on July 30 that the U.S.-backed Board of Peace had secured a phased roadmap for Hamas to relinquish weapons and for Israeli forces to withdraw in stages, but the announcement has not translated into on-the-ground implementation.
- Israel has formally objected to the public draft, with officials insisting on full, verifiable and irreversible demilitarization before any pullback and some ministers calling for a new cabinet vote.
- Hamas negotiators have rejected the term “disarmament” and say they will only hand over or store weapons after Israel halts attacks and withdraws to agreed lines, creating a mutual sequencing deadlock.
- Board envoy Nickolay Mladenov met Prime Minister Benjamin Netanyahu on Aug. 3 to press for a halt to strikes and to seek clarity, while the Board has said withdrawal beyond the Yellow Line will occur only after decommissioning is complete.
