- Leopoldo Maldonado Gutiérrez was designated by the UN Human Rights Council on Wednesday, July 8, 2026, to succeed Irene Khan as Special Rapporteur on the promotion and protection of freedom of opinion and expression.
- The Special Rapporteur role is part of the UN’s Special Procedures and lets him carry out official country visits, publish thematic and country reports, send urgent communications to states, and make legal and policy recommendations.
- Maldonado brings legal and human-rights experience from Centro Prodh and Article 19 and has led Article 19’s Mexico and Central America office since September 2020.
