Ukraine’s first vote against the measure, citing Cuban links to Russia’s war, signaled how the debate has shifted into a broader security dispute.

Overview

  • The General Assembly adopted the non-binding resolution 165–7 with 12 abstentions calling for the end of U.S. sanctions on Cuba.
  • The United States, Argentina, Hungary, Israel, Paraguay, North Macedonia and, for the first time, Ukraine voted against, narrowing last year’s 187–2 margin.
  • Ukraine’s envoy Andrii Melnyk said Kyiv’s vote reflected concern over Cuban nationals being recruited to fight for Russia in Ukraine.
  • The resolution requests a report from the UN secretary-general on implementation, and only the U.S. Congress can legally lift the embargo.
  • Cuba accused Washington of pressuring countries and cited heavy economic losses during Hurricane Melissa, while U.S. representatives labeled the annual vote political theater.
