- Ukraine’s General Staff and the SBU said the Volgograd refinery was struck and a direct hit and fire were recorded on the night of Friday, July 31.
- Russian regional authorities confirmed a fire at an industrial fuel-and-energy site after a mass drone attack but did not name the refinery and officials say damage is still being assessed.
- Lukoil-Volgogradneftepererabotka can process roughly 15 million metric tons a year, and it supplies gasoline, diesel and jet fuel used by both civilians and the Russian armed forces.
- Ukrainian forces also reported strikes the same night on a Pole-21 electronic-warfare complex near Holubivka, an ammunition depot in Naumivka in Crimea, and an enemy command post in Bakhmut.
- Earlier refinery attacks in 2026 forced processing units offline and helped trigger fuel shortages and export bans in Russia, so the renewed strikes may further strain domestic supply and affect exports.
