Overview

  • Farmers must be registered in the State Agrarian Register and submit applications by July 1 via the electronic cabinet, with moisture-based claims backed by accredited lab reports.
  • Oblast military administrations will compile candidate parcels, and the Ministry of Economy will issue final approvals by August 31, 2026.
  • Risk criteria cover productive soil moisture below 80 mm during the specified spring windows or locations within 20 km of the border or frontline, within 20–50 km bands, or in areas contaminated or likely contaminated by explosive ordnance.
  • Territories impacted by hostilities will be designated automatically using state registry data without additional certificates, enabling support once the lists are approved.
