- President Volodymyr Zelensky signed four presidential decrees on Aug. 20–21 that impose asset freezes, trade restrictions and travel bans on the newly designated people and companies.
- One decree lists 28 Russian citizens, 36 Russian companies and one Chinese firm tied to Russia’s defense industry and identifies specific production links such as plants, suppliers and equipment providers.
- Kyiv placed five companies in the Rusal group and nine associated individuals on the list to disrupt alumina and aluminum flows that Ukrainian officials say are used in aircraft, missiles and artillery.
