Ukraine Pitches Three Seas Projects and Courts U.S. Energy Support

The pitch seeks funding plus U.S. expertise to fortify power and water networks before summer strain.

Overview

  • At the Three Seas Summit in Dubrovnik, Prime Minister Yulia Svyrydenko said Ukraine is ready to join Europe’s security architecture and pointed to maritime drones that helped keep the grain corridor open.
  • She set concrete goals for the regional bloc that include extending the Via Carpathia road to Kyiv, adding the Rail2Sea link to the port of Odesa, and building gas interconnectors for reverse flows into Ukrainian storage.
  • Svyrydenko met U.S. Energy Secretary Chris Wright to plan for peak summer electricity and heat demand and to protect water and wastewater facilities from further attacks.
  • She invited U.S. companies to partner with state-owned Naftogaz to repair damaged gas infrastructure and to explore longer-term upgrades to Ukraine’s oil and gas sector.
  • Kyiv asked the Three Seas Investment Fund to open a dedicated Ukraine window and said it expects an initial package during Poland’s upcoming presidency, while also coordinating financing with EXIM Bank and the Ukraine Recovery Investment Fund.
