Ukraine Mobilizes €2 Billion for Winter Gas as Cabinet Directs ₴8.4 Billion to Naftogaz

Kyiv will combine internal reserves with partner financing to cover extra imports after strikes on energy infrastructure.

Overview

  • The Cabinet on Oct. 23 approved ₴8.4 billion from the reserve fund for Naftogaz to purchase imported gas for the 2025/2026 heating season.
  • Prime Minister Yuliia Svyrydenko on Oct. 24 estimated about €2 billion is needed to finance additional gas imports.
  • She outlined two funding streams: internal reserves including the reserve fund, Ukrainian banking and Naftogaz, plus external grants and loans.
  • Partner support cited includes a €150 million grant from Norway and €60 million announced in talks with Germany, with EBRD and EIB discussions ongoing.
  • Ukraine hit its 13.2 bcm storage target, yet recent attacks on gas infrastructure created urgent import needs; a further ₴93.6 million will install eight cogeneration units in Zaporizhzhia to bolster local heat supply.
