UK Student Accused of ‘Hitman for Hire’ Plot Targeting Pakistani Dissidents Is Remanded in Custody

Counter-terrorism police have opened an inquiry, with four defendants due at the Old Bailey on 13 February.

  • Prosecutors told Westminster Magistrates’ Court that Louis Regan, 25, orchestrated simultaneous doorstep attacks at 8am on Christmas Eve 2025 targeting human rights lawyer Mirza Shahzad Akbar in Cambridge and journalist Adil Raja in Chesham.
  • The court heard Akbar suffered bruising, cuts and a broken nose after an attacker in a workman’s disguise allegedly punched him repeatedly once he confirmed his identity at the door.
  • Regan is alleged to have recorded the assault on his phone and shared videos in a group, with ANPR imagery placing his BMW in Cambridge shortly before and after the attack, according to the prosecution.
  • Deputy Chief Magistrate Tan Ikram refused bail, describing the case as a “hitman for hire for violence,” and prosecutors characterised Regan as the controlling mind of a planned and sophisticated plot.
  • Co‑defendants Karl Blackbird, Clark McAulay and Doneto Brammer were also remanded, with charges spanning conspiracy to assault, arson and possession of a prohibited weapon, and prosecutors said Regan is not charged over a New Year’s Eve arson and firearm allegation.
