Two Democrats Head to Runoff in Georgia’s 13th Special Election

An Aug. 25 runoff will decide who serves the remainder of Rep. David Scott’s term with the potential to shift the U.S. House’s narrow majority.

Overview

  • In the July 28 special election, no candidate reached the required majority so Marcye Scott and Everton Blair will meet in an Aug. 25 runoff to fill the rest of David Scott’s term.
  • Tony Brown was disqualified before the vote after his qualifying check bounced, and roughly 8,700 ballots had been cast during early voting concentrated in Gwinnett County.
  • The winner will be sworn in immediately to serve through January 2027 and could change the current balance in the House where Republicans hold a slim majority.
  • Marcye Scott is the late congressman’s daughter running on continuity of his projects while Everton Blair is a former Gwinnett County school board chair who ran as a reform-minded Democrat.
  • Georgia’s special-election rules place all candidates on one ballot and require a majority to win outright which makes runoffs common and tends to produce lower turnout than November general elections.
