Turkish Foreign Minister Presses Kyiv for Negotiated Halt and Black Sea Shipping Safeguards

Fidan says stopping attacks on ports or ships will create space for talks on economic, energy and reconstruction cooperation

Turkish Foreign Minister Hakan Fidan is in Kyiv to push for a negotiated end to the Russia–Ukraine war and to offer Turkey as a mediator at the negotiating table.
He will make clear that strikes on ports, merchant vessels and fishing boats in the Black Sea are unacceptable and must stop to protect civilian seaborne trade and coastal communities.
Fidan’s Kyiv meetings are set to include talks with Ukraine’s foreign minister, the president and senior security officials, where he will both listen to Ukrainian views and present Turkey’s proposals.
Beyond mediation, discussions will cover expanding Turkish–Ukrainian economic, energy and defense ties and the prospect of Turkish participation in Ukraine’s reconstruction projects.
The visit follows recent Turkish contacts in Moscow and participation in the Coalition of the Willing in Paris and builds on Ankara’s prior role in Istanbul talks, a grain transit deal, prisoner exchanges and Black Sea safety measures.
