- President Trump signed the proclamation Wednesday authorizing 300,000 metric tons of additional lean beef trimmings to enter tariff-free in three monthly tranches of 100,000 tons beginning Sept. 1.
- The expansion applies only to lean trimmings used for ground beef, encourages those imports to be sold at 25% below the going import price, and directs USDA and the U.S. Trade Representative to track prices and report back to the president.
- The White House cites a U.S. cattle herd at its smallest level in roughly 75 years and USDA projections of about a 4% drop in beef production from 2025 to justify the temporary measure.
- Ranchers, the major cattle trade groups, and many Republican lawmakers have criticized the move, saying the plan was announced without naming supplier countries, that talks are still ongoing, and that the policy could undercut domestic producers and slow herd rebuilding.
- Economists and several outlets note the 300,000-ton increase is a modest short-term boost of roughly 10% for the 90-day window and is unlikely by itself to shave retail beef prices by 25 percent while it could lower cattle prices and affect producers' investment decisions.
