Trainee North Yorkshire Officer Barred After Unwanted Sexual Advances Toward Colleague

A misconduct panel ruled her behaviour was gross misconduct warranting dismissal, leading to her placement on the police barred list.

Overview

  • Brogan Canning was found to have made an unwanted sexual approach to a senior colleague during a drunken night out, leaving him feeling angry and embarrassed.
  • The virtual hearing determined she attempted to kiss the officer, grabbed him by the neck, touched his upper thigh or groin, and repeatedly said “you know you want to” before asking “do you think I’m fit?”.
  • The panel assessed written evidence only and deemed statements from the complainant and witnesses Nathan Mills, PC Megan Smith and PS Ryan Lyth to be credible.
  • North Yorkshire Police said she would have been dismissed if she had not already resigned, and the ruling places her on the barred list, preventing service with any UK force.
  • In her statement, Canning described her conduct as out of character, cited heavy drinking and limited memory, expressed remorse and apologised, but the panel said the behaviour was victimising and offensive and risked public confidence.
