TotalEnergies Files for Single Authorization for 1.5 GW Normandy Offshore Wind

The filing starts government review with public consultation set to decide whether the project can reach a final investment decision by early 2029.

Overview

  • Centre Manche Energies filed the Single Authorization application on Thursday and delivered a full dossier that includes an environmental impact assessment, technical and environmental surveys, a preliminary wind farm design, and an installation programme.
  • The project was awarded to a TotalEnergies–RWE consortium in 2025 but RWE has signalled its intent to exit, and TotalEnergies is actively seeking a new development partner to help finance and build the farm.
  • Centre Manche 2 is planned as a 1.5 GW wind farm sited more than 40 km off the Normandy coast with an expected yield of about 6 TWh per year, a roughly EUR 4.5 billion price tag, and target commercial operation around 2033.
  • TotalEnergies says the three‑year construction phase could create up to 2,500 local jobs and the company intends to prioritise European suppliers for turbines and export cables to support regional industry and meet EU policy aims.
