Tokyo Police Arrest Two in Alleged Pokémon Card Resale Scheme

Investigators say fake accounts used fraudulent SIM cards to bypass one-per-person limits for limited sets.

Overview

  • Tokyo Metropolitan Police announced the arrests of company president Do Van Quon, 39, and another Vietnamese man on suspicion of creating or using false electronic records and theft, judging the bulk purchases as theft for breaching quantity caps.
  • Police say the suspects registered multiple accounts on the official Pokémon goods site by using fictitious identities tied to improperly obtained SIM cards.
  • The alleged conduct occurred from June to September 2025, when 30 applications were made for a limited set capped at one box per person, resulting in 30 boxes bought for about ¥160,000.
  • Investigators believe more than 15,000 cards were acquired for resale, with packs bought for roughly ¥5,400 and resold on social media near ¥15,000, yielding an estimated ¥4.24 million.
  • Delivery destinations reportedly included Quon’s company and other Vietnamese nationals’ addresses, and police are examining whether lax address validation on the platform enabled the orders.
