Three Arrested After 74 Dogs Found Abandoned and Neglected in Northeast Florida

Coordinated county investigations linked a roadside dumping to a neglected Palm Coast hoarding case, resulting in arrests with the animals placed in veterinary care.

  • St. Johns County deputies discovered 23 dogs abandoned near U.S. 1 and County Road 204 on May 4, and three of those animals later died.
  • Investigators used vehicle intelligence to trace the roadside dumping to a Palm Coast home where Flagler deputies removed 51 additional dogs in May and arrested Carolyn Loveman.
  • Authorities say Austin Moore and Anthony Dunham allegedly transported the 23 dogs from the Palm Coast residence to St. Johns County and each now faces three counts of aggravated animal cruelty and 20 counts of animal neglect.
  • Veterinarians documented prolonged neglect at the Palm Coast property, reporting floors coated in feces and urine, severe cockroach infestation, rotting food, underweight dogs, parasites, overgrown nails and other untreated medical issues.
  • The rescued dogs are receiving treatment and many are expected to be put up for adoption after recovery while criminal cases proceed in Flagler and St. Johns counties and local groups coordinate medical care and shelter support.
