State Department Names Steven Fagin to Lead Civilian Operations at Gaza Coordination Center

Secretary Marco Rubio casts the effort as security-focused with Hamas demilitarization the priority.

Overview

  • Ambassador Steven Fagin, the U.S. envoy to Yemen and a veteran diplomat, was appointed civilian lead of the Civil-Military Coordination Center supporting President Donald Trump’s 20-Point Peace Plan for Gaza.
  • The center is tasked with coordinating implementation of the plan’s civilian components and is positioned as the main hub for post-conflict stabilization efforts.
  • Rubio, speaking after a visit to the facility, reaffirmed U.S. commitment to Israel’s security and said Washington seeks a Gaza that poses no risk to Israel.
  • He said Hamas will be fully demilitarized under the agreement and noted that a proposed international task force remains under negotiation on membership, mandate, authority, responsibility, and funding, with acceptability to Israel required.
  • Established Oct. 17 in southern Israel under U.S. Central Command oversight, the center is led militarily by Lt. Gen. Patrick Frank with roughly 200 U.S. specialists in support roles, and plans call for integrating partner nations, NGOs, and international institutions on site.
