St. Paul Man Charged With Criminal Vehicular Homicide in February Hit-and-Run

Prosecutors say phone location data alongside visible vehicle damage ties him to the crash.

Overview

  • Terrell Michael Frye, 34, was charged and made his first court appearance Monday, and he faces up to 10 years in prison if convicted.
  • Police say a gray minivan hit 58-year-old Lisa Giguere near Rice Street and Pennsylvania Avenue West around 6:20 p.m. on Feb. 16, and she died six days later.
  • Investigators report cellphone location data followed the minivan’s path that night and matched Frye’s phone, which led them to a St. Paul home.
  • Officers say they found a Honda Odyssey there with a cracked windshield and other damage consistent with the crash.
  • According to the complaint, Frye first said the van was stolen, later cried and apologized, and a handwritten note at his home referred to being in an accident.
