St. Lawrence and Fleming Colleges to Integrate by 2027

The plan reflects pressure on Ontario colleges from a steep fall in international students.

  • St. Lawrence College and Fleming College, in a Friday announcement, said their boards approved an integration framework with due diligence set to finish within a month and a target effective date on or before April 1, 2027.
  • The new integrated institution will be led by St. Lawrence president Glenn Vollebregt, with Fleming interim president Theresa Knott serving as associate president and chief academic officer.
  • Both colleges said there are no immediate campus closures or consolidations, they will keep their current names and brands, and students will continue their programs and receive credentials from their home colleges.
  • Leaders said the integration aims to widen access, grow specialized programs and student pathways, match training to local job needs, and build a stronger, more sustainable institution.
  • The colleges serve about 10,000 full-time students each, and the move follows sector cuts that included more than 8,000 job losses and over 600 program suspensions after Ottawa reduced international enrolment in 2024.
