Spain Sets ES-Alert Mobile Tests for Sept. 30 in TarragonaEbrePenedès and Oct. 2 in Balmaseda After Flood-Alert Criteria Clarified

Officials outline strict flood thresholds and stress the system’s anonymous, antenna-based reach.

Overview

  • Protecció Civil will send a test message at 10:00 on September 30 to smartphones in Camp de Tarragona, Terres de l’Ebre and the Penedès, including travelers passing through those areas.
  • Basque emergency service SOS Deiak plans a test in Balmaseda and nearby areas on October 2, delivering a loud tone and a message in Spanish, Basque and English stating it is only a drill.
  • During the Catalonia test, messages will appear in Catalan, Spanish and English with a distinctive alert sound, and the public is instructed not to call 112 since it is a test.
  • Authorities reiterate ES-Alert flood activations are reserved for extreme SMC forecasts (level 5/6 or 6/6), imminent hydrological warnings from ACA or basin managers, or an ongoing event with a real risk of death.
  • Cell-broadcast alerts are delivered to devices connected to selected antennas without identifying recipients; in Euskadi, phones must have reception of Civil Protection pre-alerts enabled to receive the test.
