Spain Opens Consultation to Launch First Offshore Wind Auctions

The ministry has begun gathering input to set the ground rules for the country’s inaugural tenders.

Overview

  • The Ministry for the Ecological Transition launched a public consultation to design the first competitive process to award offshore wind concessions, ahead of a ministerial order that will fix areas, auctioned capacity, timelines and selection rules.
  • The plan targets between 1,000 and 3,000 MW of commercial offshore wind capacity in Spanish waters by 2030.
  • The consultation seeks industry input on which POEM-designated maritime zones to prioritize and whether to tender one large project or several smaller parks in the opening round.
  • Up to 30% of bid scoring may be based on non-economic factors such as social and environmental criteria, alongside measures to ensure projects meet delivery deadlines.
  • Responses are due by February 24, and projects must be sited within the 19 POEM zones totaling about 5,000 km² off Galicia, Asturias, Andalusia, the Canary Islands, Catalonia and the Balearic Islands.
