São Paulo Receives Two Bids for State HQ PPP Ahead of Feb. 26 Auction

A B3 auction will pick the bidder offering the steepest discount to the state's monthly payment.

Overview

  • Competing consortia are Acciona-Construcap and MEZ-RZK Novo Centro, the latter formed by Zetta Infraestrutura, M4 Investimentos, Engemat, RZK and Iron Property.
  • The 30-year concession is valued at about R$ 6.0–6.1 billion with an estimated R$ 3.4 billion state contribution and a judging cap of R$ 76.6 million for the maximum monthly public payment.
  • The winner will design, build, operate and maintain the Campos Elíseos complex and carry out mandated restoration of at least 17 listed buildings around Praça Princesa Isabel under strict preservation rules.
  • The project consolidates roughly 22,000 state employees now spread across nearly 40 addresses to a single downtown administrative hub.
  • Planned interventions include replacing Terminal Princesa Isabel with Terminal Luz linked to Estação da Luz, expropriating about 230 residences and continuing social registration of roughly 600 mapped families.
