Singapore Tightens School Bullying Rules With Suspensions, Conduct-Grade Caps and Caning

The overhaul sets clear penalties to deliver consistent, well resourced case handling.

Overview

  • The Ministry of Education, which announced the move Wednesday, set a national discipline framework with detention or suspension, conduct-grade caps, and caning for older boys in aggravated cases.
  • For very serious or repeat offences, schools can impose five to 14 days of detention or suspension, a Poor conduct grade, and up to three cane strokes for older boys.
  • Schools will receive needs-based funding to hire youth workers and pastoral or parent liaison staff, along with more training and clearer procedures for timely investigations and follow-up.
  • For online harms, victims first report posts to platforms, then after 24 hours may seek takedowns from the Online Safety Commission, which begins operations at the end of June 2026.
  • MOE cited higher bullying rates in 2021–2025 than in 2020–2024 after a broad 2025 review, and it will phase in the measures from 2026 for full implementation by early 2027.
