- The draft establishes a single type penal for feminicidio with ten enumerated gender reasons to prove motive and 19 aggravating circumstances that raise penalties to between 50 and 70 years in prison.
- The measure requires all state and federal prosecutors to apply mandatory, gender‑perspective investigation protocols, keep specialized units and ensure continuous involvement of the same prosecutors from investigation through sentencing.
- It guarantees victims and families emergency medical and psychological care, free legal assistance, dignified return of bodies and a National Registry for children orphaned by feminicidio to secure protection and reparations.
