Senate Approves Graham Sanctions Bill to Tighten Pressure on Russia and Iran

The Senate approved the bipartisan sanctions bill on Friday and sent it to the House of Representatives for consideration.
The legislation would let the president levy up to 100% secondary tariffs on up to five top importers of Russian oil and gas and on up to five countries that help Moscow evade sanctions.
The bill targets Russia’s financial and energy lifelines, including the Central Bank, major state LNG projects and the so-called “shadow fleet” of tankers used to move oil.
Ukrainian President Volodymyr Zelensky lobbied senators in the Capitol before the vote and was present in the chamber during the Senate’s approval.
If the House approves the measure it would go to President Donald Trump to sign, and experts warn the broad tariff and secondary-sanctions tools would raise legal, diplomatic and market enforcement challenges across global trade systems.
