Semarnat and Hidalgo Present Tula Eco Park and Recycling Plan Ahead of Dec. 14 Vote

Officials set a binding local consultation that will determine whether construction starts in January 2026.

Overview

  • The local electoral institute will run the Dec. 14 consultation with 78 polling stations across 35 sections from 8:00 to 15:00, and authorities say the project will not proceed without approval.
  • For the buildout, MXN 1,300 million is projected for the recycling complex and MXN 420 million for the ecological park, with the first stage expected to take about one year.
  • Officials said the facility would process waste from Tula, Atitalaquia and Tlaxcoapan at first, later expanding to other parts of Hidalgo, and it will not accept waste from other states.
  • The plan would repurpose the former Calderón-era refinery site into an ecological park with sports areas alongside a recycling plant.
  • Private participation is expected, and a Spanish company is reported to be seeking a partnership with Pemex to produce so‑called green aviation fuel and biogas.
