Sausalito City Manager Arrested on Suspicion of Burglary

A Marin County sheriff's investigation is under way with the city council set to decide next steps.

Overview

  • The city confirmed Elaine Forbes was taken into custody on Saturday after deputies found her aboard a yacht at the Sausalito Yacht Harbor and booked her on suspicion of felony burglary.
  • Authorities say Forbes initially told deputies the vessel was hers but the boat owner said she was not authorized to be on it.
  • Forbes was placed on a leave of absence two days before the arrest after a closed-session council meeting and is being held on $50,000 bail.
  • The city has named Brandon Phipps as acting city manager and said it will not comment on the allegations while the Marin County Sheriff's Office investigates and the council considers next steps.
  • Forbes began as Sausalito's city manager on July 1 after a long public-sector career including nine years as Port of San Francisco director, and her family has said she is experiencing a mental health crisis.
