Overview
- On Wednesday, June 24 the Municipalidad de San Miguel adopted Informe N.º 001-2026 and Acuerdo de Concejo N.º 020-2026 formally desisting from allowing Arena Lima inside the Parque de las Leyendas because the project was judged incompatible with conservation, public tranquility, safety and proper land use.
- The Municipalidad Metropolitana de Lima responded on June 25 by saying it is the competent authority to evaluate projects filed as a Proyecto en Activos under Law 32441 and by confirming it has received specialized studies on archaeology, traffic, environment, acoustics and animal welfare.
- Project promoters tell the metropolitan government they submitted the technical studies required and that the design includes mitigation measures such as professional insonorization and other technologies to reduce noise and environmental impact.
- San Miguel’s commission highlighted concrete technical risks cited in its report, including potential harm to zoo species, noise disturbance, archaeological impact and inadequate road capacity and access for mass events, and it stressed that large venues must be sited in places with proper infrastructure and security.
- Both municipalities have proposed dialogue to reconcile legal competences and technical findings, and the next key developments to watch are whether the metropolitan review alters San Miguel’s conclusion or whether the two governments agree on an alternative site or binding jurisdictional interpretation.
