- The San Diego City Attorney filed a civil petition Thursday asking a court to shut Comfy Spa at 5201 Linda Vista Road and to impose penalties on owners Zheng Ping Hu, Taylor Grace and Benjamin Ford under California’s Red Light Abatement Law.
- City investigators say an undercover SDPD vice officer was solicited for sex during a February 2025 operation and officers found more than 258 online advertisements, blogs and reviews linking the business to paid sexual services between Dec. 25, 2025 and March 11, 2026.
- Police records cited in the suit show a Feb. 4, 2026 complaint from a man who said he was inappropriately touched during a massage and note that in 2023 officers received reports that female workers were allegedly held and forced into prostitution.
- The lawsuit details unpermitted conversions at the suite including a full kitchen, an unpermitted washer and dryer, added cameras and lighting, unpermitted electrical work, and six interior rooms built for massages, and it says owners were warned by police last year.
- The city is seeking court orders for closure, investigative-cost recovery, fines up to $2,500 per day per violation and up to $25,000 against owners; the civil case is pending and any criminal probes remain separate while the outcome will determine enforcement and protections for those exploited.
