Saanich Man Sentenced in Canada’s Largest Voyeurism Prosecution

Testing authorities' capacity to identify victims, the sentence pressures police to locate more victims and press global takedown requests

Overview

  • A judge sentenced Yin Yeung Derek Chan to 54 months in prison with 713 days' credit and ordered him to register for 20 years as a sex offender.
  • Investigators linked thousands of images and more than 28 hours of video to Chan and identified 652 distinct victims including 64 who were underage.
  • The police probe began in January 2024 and led to Chan’s arrest on April 11, 2024, a guilty plea on October 1, 2025, and the May sentencing that leaves about 31 months of custody to serve.
  • Detectives have formally contacted 40 victims so far, say more people have been identified since police published an outreach email and they urge anyone affected to contact file950@saanichpolice.ca.
  • Police and prosecutors say many images were posted and viewed worldwide which complicates removal efforts, the judge called Chan a continuing danger who resisted treatment, and authorities say additional identifications could prompt new charges.
