Russia’s Federation Council Backs Year-Round Conscription, Starting in 2026

The measure introduces an electronic summons registry with a 30-day reporting deadline to standardize call-ups.

Overview

  • The Federation Council approved legislation enabling conscription throughout the calendar year, with the law set to take effect on January 1, 2026.
  • The State Duma passed the bill in its final reading on October 28, sponsored by Defense Committee chair Andrei Kartapolov and his deputy Andrei Krasov, who say it will balance workloads at draft offices.
  • Summons posted in the electronic registry will carry a reporting deadline of no more than 30 days, and failure to appear will be treated as draft evasion with the person placed on a wanted list.
  • Despite year-round call-ups, transfers of conscripts to their units will remain twice yearly, from April 1 to July 15 and from October 1 to December 31.
  • The law authorizes military commissariats to issue extracts from the military registration registry, including in electronic form, while media have noted debate over a large 2025 fall draft and potential pressures on conscripts.
