Russia to Offer Optional Passport Mark With Unified Register ID Starting Jan. 1, 2026

Officials say the unique number will act as a personal key to speed remote access to government and municipal services.

  • State Duma deputy Kaplan Panesh told RIA Novosti that citizens will be able to add the Unified Federal Information Register record identifier (ID ERN) to their passports on a voluntary basis.
  • The mark can be obtained free of charge with a one-time in-person visit to an MVD migration office or a multifunctional center.
  • Panesh said the identifier is intended to replace the taxpayer number (INN) for similar verification purposes, while existing INN passport stamps remain valid and need not be changed.
  • He emphasized that citizens’ data will be protected under current law and that access to it will be strictly controlled.
  • In a related step, a government resolution will allow people to present a digital passport in the Gosuslugi app at banks and insurers from late December if they have been previously identified, except where paper documents are legally required.
