Russia Moves to Ratify RELOS With India Before Putin's Visit

State Duma publication of the pact signals intent to deepen defence ties ahead of the 23rd India–Russia summit.

Overview

  • The State Duma has posted the Reciprocal Exchange of Logistics Agreement and a government note in its ratification database, with a vote expected before the Dec. 4–5 visit.
  • An explanatory note says the pact covers dispatch of personnel, warships and warplanes for joint drills, training, humanitarian assistance, disaster response and other agreed missions.
  • RELOS would enable reciprocal use of logistics facilities, including potential access for Indian ships to Russian Arctic and Far East ports and for Russian vessels to Indian bases in the Indian Ocean Region.
  • The agreement was signed on Feb. 18 in Moscow by Indian Ambassador Vinay Kumar and then–Deputy Defence Minister Alexander Fomin.
  • The pact would join India’s existing logistics arrangements with partners such as the US, Japan, Australia, France, Singapore and South Korea, with operational details to follow ratification.
