Russia Gasoline Prices Fall for Third Week as Diesel Climbs

Officials attribute the pullback to export limits following refinery restarts.

  • Rosstat reports that from November 17–24 the average retail gasoline price fell 0.26% to 65.04 rubles per liter, while diesel rose 0.55% to 75.21 rubles.
  • By grade, AI-92 averaged 61.88 rubles per liter and AI-95 67.07 rubles after weekly declines, whereas AI-98 increased to 88.27 rubles.
  • Gasoline prices fell in 47 regions and rose in 19, with the sharpest drop in Chechnya (-8.7%) and the largest increase in Sakhalin (+1.2%).
  • Moscow and St. Petersburg saw a 0.1% weekly uptick, with observed pump prices spanning 59.29–63.99 rubles for AI-92 in Moscow and 60.1–70 in St. Petersburg.
  • Research group Petromarket says stations still face negative gasoline margins as of November 21, while high depot margins could pressure small-wholesale prices and improve retail economics.
