RTX, Pentagon Strike Seven-Year Frameworks to Rapidly Scale Production of Tomahawk, AMRAAM and SM-Series Missiles

Seven-year frameworks give RTX demand certainty to invest for faster deliveries under the administration’s acquisition overhaul.

Overview

  • Raytheon, an RTX business, signed five framework agreements with the Department of Defense covering Tomahawk, AMRAAM, SM-3 Block IB, SM-3 Block IIA and SM-6.
  • Annual output targets include about 1,000 Tomahawks, at least 1,900 AMRAAMs and more than 500 SM-6s, with SM-3 production also increasing two to four times current rates.
  • The frameworks run up to seven years, carry no disclosed dollar values and will be executed through follow-on definitized contracts.
  • Production will occur at Raytheon facilities in Tucson, Arizona; Huntsville, Alabama; and Andover, Massachusetts, using a funding approach that preserves upfront free cash flow.
  • The deals reflect a Pentagon push to rebuild munitions stockpiles following presidential pressure on faster delivery, with RTX lifting planned 2026 facility investments from $2.6 billion to $3.1 billion.
