Rosatom Installs Unit 2 Vessel and Begins Assembly of Unit 4 at Egypt’s El Dabaa Plant

Overview

• The reactor pressure vessel for Unit 2 was placed in its design position in early July 2026 in a ceremony attended by Egypt’s prime minister, Rosatom CEO Alexey Likhachev, and IAEA Director General Rafael Grossi.
• Rosatom has started assembling the Unit 4 reactor vessel at its Atommash plant while Russian facilities continue making the Unit 3 vessel and 12 steam generators for Units 2–4.
• The company says it plans to deliver the first nuclear fuel in the first half of 2027 and to connect El Dabaa to Egypt’s grid in 2028, contingent on site readiness and component deliveries.
• Onsite staffing is being ramped up toward about 30,000 workers and Rosatom is working with Egyptian firms to build local construction capacity and a nuclear workforce training center.
• The four-unit, 4×1,200 MW El Dabaa project is being built under contracts in force since December 11, 2017, with Russia supplying construction, fuel for operation, and initial maintenance while international oversight by the IAEA is engaged.
